  Although I see the validity in your statement, you have to realize that lots of times they have websites blocked that are completely appropriate for children. For example, the other day I went to work on a school project on the school computers, and the google images were blocked. I'm giving this information out so that it can be used maturely, but I guess anyone will do what they want with it.

google .com .mx (without the spaces, of course) type the page, then find the link, and up top in the adress bar, change the language.

All depends...
All depends on how the router/firewall is setup... if set to "allowed sites" then it still won't work - simply because you cant get to that site in the first place
