Its called:
A wing suit. Takes a lot of experience to jump in one. Instructors wont usually let you jump in one until you've done 500 freefalls but its impressive.

I would have never thought that a webbed suit would catch the air like that when someone is falling to decrease the speed of the fall and give them a sense of flying.
