The city of Harrisburg, Pennsylvania has had a very tough year: severe flooding forced over 10,000 residents to leave their homes; unemployment is above the national average at 7.7 percent; and now, the city filed for bankruptcy. WHP-TV's Robb Hanrahan reports.
