You're underestimating the power of a Torterra. Ice beam will probably take it down, but drill peck? Hmph, seeing as how high the defense stat of a Torterra is, and plus it's high Hp, it would take more than one drill peck to take it down.

And besides, if a Torterra were to use Earthquake against an Empoleon, which would you think would win?
