Actually people would probably not mind (I know I don't), but those on the ground would (thus: noise regulations). The congestion is mostly from local and regional traffic. While living in the city you pay no mind to planes flying over, but when it calms down you start to notice (again, I was living for 20 years under EPWA flightpath, so I know). While finals were less bothering (low thrust), but when the planes climbed right over our house (MD-80s certainly) it was another story.
