The Bush gang attempted to stonewall any investigation of 9/11, using the excuse that it would "distract from the war on terror." After being pressed by the 9/11 families and public opinion, Bush was forced into an investigation, but insisted on setting the ground rules: 1) he would not testify under oath and, 2) he would only testify if his puppet master Cheney testified together with him. That's what kind of B.S. investigation this was.
