It, like the proton and neutron, is made of other component parts. It cannot stop moving. The photon is the simplest charge carrier and can be associated with an electron as one of it's component parts. Another flavor of a photon binds an electron and a proton together to form the neutron (a neutrino). I would call them "Solitons" as they are nothing but waves that *behave* like particles. Like a tidal bore.
