The song is about Loss of "Child Innocence". Back in the 70's or 80's they had a cartoon which brought tears to my eyes as a child. Jackie Paper made a good friend in Puff and as he got older, he didn't use his imagination as much and forgot about Puff. It isn't about weed or whatever.
