Most cops are too ...
Most cops are too lazy to be firefighters. Look at an accident scene, firefighters clearing wreckage, directing traffic, cutting people out, assisting the Ambulance staff with the patients, hosing down the road, moving the vehicles so the road can open.

Meantime Mr Plod has got his book out and is booking the driver, he may if forced get out the can of Dazzle and mark the road. Whew, settle back and take a rest my friend.
