And in South Africa, with one of the highest rates of Fetal Alcohol Syndrome in the world, civic groups and families are teaming up to prevent it and provide a better future for its victims.     I think that Fetal Alcohol Syndrome is way under reported. Keep in mind that it is not the same for everyone. When I was born I was a big baby. About 10 pounds. But I had a learning disability and serous behavioral problems in school. My biological mother was a sever alcoholic. She gave birth to 4 boys. Only one is anything close to normal.
