That's Michael Scott, who was weekend and later weekday afternoon anchor for KXAS Channel 5 in Fort Worth-Dallas. He currently works at WAAY in Huntsville, Alabama. If you go to his page at the site, you can see this same video, so it's great that he has a sense of humor about it.
