Director Neal Miller's Raising Flagg is an amiable character study that benefits from yet another fine performance by the reliable Alan Arkin. As in his Oscar-nominated turn in Little Miss Sunshine, Arkin infuses his role here with heavy doses of both humor and tragedy, but he plays both tones with such low-key wit that he never seems to be pushing for the audience's sympathy.
