i assume it is on ...
i assume it is on 3.52 m33-3? if it is, try upgrading it to 3.52 m33-4 and then updating to 3.90 m33.

try formatting the ...
try formatting the memory stick and re-downloading the files onto the memory stick. if it still seems stuck then just wait longer; some peoples psps do take longer than others.
