Wooden Combination Lock

i have a question, i am making this myself, ik have the 3 rings with nodges and things and between every ring i have a smaller wooden ring to keep the space betweem the rings.

but when i turn the first ring, the smal wooden ring will turn with them and will turn the second ring to.

how have you solved this problem? maybe glue the small rings to the axel (probaly wrong spelled, i am not englisch)
