Democracy is poor by itself, most of householder do know what they need, and they mostly do not care what their country needs - this does not depend on country.

Just easy example: if you have a very good and reliable weapon (AK for example), will you change this weapon to the newer m4a1 carbine? I think no.

T90 is a modern tank, great power really, and much cheaper than Leopard.

It is not correct to compare one tank with another. The result of the combat mostly depends on crew and fire support - men fight, not tanks.

Like just the German Leopard2A4 Tank? It`s the best tank in the world, Russians have old T72 and T90^^ USA have tousands of the most moderns stealth Jet`s and in few years some of the weastern europe countries have the F35, Poland maybe too;) Nowdays Russian have one of the strongest but not the stronges army, Putin just crying because he have nothing to says and will rulling about the other countries, he`s a psycho^^
