After "conquering" without a single shot the hole of france Napoleon was declared an enemy of humanity by the allies even though he wanted peace he was forced to fight.
Caching the allies by surprise he made a rush march between them in Belgium separating the 2 armies. At the battle of quatres bras and Ligny Napoleon defeated the Prussians and scattered them by blocking the english, marshal Groosy was after them...

Also, why would he be shot? He was a monarch, "by the Grace of God". Killing Napoleon by say Prussian king would mean that monarch is just an ordinary citizen and therefore can be killed.
