That's really more because of Falcoon than anything else. Back when Shinkiro was the lead artist, he drew realistic characters. That's why all the covers for the older games looked so epic, up until KOF 2000.

But from '03 - '07, Falcoon was in charge of the KOF series, and he's a first class fanboy; he got his start drawing fan art, and he even admitted that he loves drawing women. So most of it comes from him.
