Reverse Rock-Backs are one of the best lower abdominal exercises... simple and safe for most populations. Don't forget to PAUSE in the "lifted" position... it's a lot tougher that way!!!
Using your opposite leg is one of the best ways to provide additional resistance.
Please remember that you CAN'T spot REduce body fat; however, you CAN spot PROduce muscle.
