A HUGE Semi Crash!!!

I see a lot of great comments. This seems like a debate between the cop shouldn't have parked in a lane of traffic versus the cop was creating a safety zone.

I've changed my opinion because of all the comments. I now believe the drivers on the freeway are at fault, because they should've slowed down. I'm a little confused on why the cop had to park completely in a lane of moving traffic instead of partially, but all this could have been avoided if everyone had slowed down.
