As a gymnastics coach who has studied anatomy and physiology, I'm sorry to say that bala54 is right.
Flexibility can be trained, but the flexibility displayed here is mostly genetic.
Very few people will ever be able to achieve this level of flexibility regardless of how much they stretch.

Some people's joints are built such that no matter how flexible your muscles may be, the actual joints in the skeleton will not move beyond certain positions.
