Yes huge difference, here USA was attacked by a country and official army and 11.9. was terrorist act not a declaration of war by any country. Man died in both cases, however japan aimed military target : pacific fleet, to inflict military damage, while 11.9. was aimed against civilians with only one goal : to kill as many as possible.
