I might be wrong but I believe that if you want to put it on a non-black bacckground, just set the blending mode to soft light or hard light.

Unfortunetly this only works on a black background

if you wanted to use this technique on a colored background would you just set the layer mode to screen or color dodge?

if u use Camstudio screen recording software it is one of the options available to you. (cursor options)
