This wont work if your behind a router, plus you wont always get a new IP after 30 seconds. the easiest way to do this would be to connect your computer directly to the modem if you arent already. then open up command prompt, then type ipconfig /release, and after the ipconfig /renew. its just slightly faster. the way he tells you though is very simple and in essence the same exact thing.
