There WAS communication but it was about trade in general, and the 'just campaign rhetoric' was not said. What they DID say was that Obama cares about trade with Canada. The distortion of those words into 'just campaign rhetoric', and the fact that they pertained specifically to NAFTA are what is untrue.

In this case,the parismonius explanation is optimal. Notwithstanding, Canada's parliament is headed by a conservative minority government, which might explain why it was said that both Democratic candidates made a call, though Clinton's was said to be a heads up without Obama's "Forget about it."

following the principal of Occam's razor - all other things being equal, the simplest solution is the best - what is more likely?
the story is untrue, and a major national news network in Canada, risked its entire reputation and whole operation of business to completely fabricate a random story implicating sources at the highest level of the canadian government and involving parties of a foreign government, for the purpose of god knows what..

OR that, the story is true, although obama refutes it on account of the damage to his political career?
