Er, yes and no. Maybe in English. The "kyo" (京 -- actually "kyou") is common to both Tokyo (東京) and Kyoto （京都). Whereas Tokyo means "Eastern Capital," Kyoto means "Capital Metropolis." Interestingly, Tokyo's full designation is currently Tokyo-to (東京都), as it is now the imperial capital (the last kanji is the same "to" as in Kyoto); Kyoto is now properly Kyoto-fu (京都府), which designates it as an "urban prefecture."
