At least not that alone. You'd need a fairly complex electrical system. In addition, there's the problem of keeping the ball bearings from hitting each other.

As each ball hits the cymbal, it sets it in motion, so the next ball to hit it will be bouncing off at a different angle, thus meaning that the firing tube has to think about this and compensate for it, moving left or right so that it bounces into the catching tube. With every slight change in the ball's contact with the cymbal it will move in a slightly different way, thus leading to a whole different movement of the cymbal. Hope this explains it :S
