    Well I will start off by telling you that he is not a "cop" he is a Trooper. Second Miranda warning is not given to anyone unless they are detained for questioning; it is not given to a person that is simply arrested. Miranda warning is the "elf's rights" that you speak of if you did not know. Maybe your feelings would be different the elf had hit another vehicle and killed someone.
