Part of promoting response safety is reducing unnecessary emergency vehicles on the road.
on ur second part you are right and wrong theres 3 companys in bergenfield idk if they all rolled or not but they should have an engine company on scene just in case the stuff hits the fan

Can't make up time enroute that you lost dragging ass out of the station.
That said, I don't think a CO alarm should warrant a 2-vehicle emergency response anyway. I'm sure that heavy rescue has all the meters they'll need, don't see the point with the engine. And if there's no symptoms, NOBODY should be responding emergency.

Every fire department does things their own way and who am I to suggest they are wrong? With that said... If you aren't going to hustle in quarters -- which is as close to a controlled environment as we get -- why on earth are you going to run hot on the streets -- where we have no idea what to expect?
