    i don't think they suggest that they're 12, just that they're under 16, and the rule says you have to be 16 to play in the olympic and being younger does gives you an advantage, have you ever wonder why you don't see older girls compete, and why most gymnasts are so small, i could understand their concern since the chinese girls team don't look 16... if it's true that those girls are under 16, then other countries should be allow to let younger girls compete in gymnastic too.
