wrong bambii the surrounding temperature has no effect. The vapour happens because it compresses air particles. What happens when air gets compressed? It turns into water. With the jet engines heat, it steams the water particles.

It depends on the temperature moisture and lots of other things, but it CAN reach that speed. Read wiki.
