Naruto Uzumaki Chronicles 2 - INSTRUCTIONS:
In this mission, as with all other gathering missions in UC2, THE LOCATION OF THE SCROLLS CHANGES EACH TIME. Thus, the video shows you a search route, and also pauses and marks all of the POSSIBLE locations for the scrolls. If you want to finish it, you must Go through ALL the places I marked (27 in total).

UPDATE: The last location has finally been marked!!! xD I placed a Speech Bubble at the spot, the scroll is on the ground in the area enclosed by a fence.

NOTE: How do you get Infinite Chakra? Simply complete Kakashi Saga, and it will be available at the Item Shop. And to unlock Kakashi Saga, complete the game and complete ALL the missions - including this one, which is why I'm helping^^
