2. The turbines would be built on the higher floors; low turbines would be near useless. Birds already get hit by current turbines.
4. Again, plumbing and cables would go through the central column. However, you do have a point: I have no idea how they would attach to a rotating platform.
5. As in window washing? Not sure, there would probably be a "standstill day" where that takes place, and all rooms must stay still.

Turbines are still relatively inefficient there will need huge mounts of extra power from outside sources. Cool idea but it a long way into the future.

Im sure the core will have emergency stairs and all the necesarry things.Think of it, if a building can supply energy for itself and even for other buildings there will be no more use for all those other powerplants.This particular building will be expensive because it is a LUXURY building.

1. It seems it will require huge fixed central column to counter loads like wind in order to gain small rotating rooms on the outskirt, but what space usages designed for the central column?
2. The turbines produce less energy closer to the ground and possibly not enough to rotate all floors with possible bird strike.
4. Connection between floors like lift, emergency exit (stairs), plumbing, electrics, cables and etc.
5. Maintenance.
