In close air support situations, a guy on the ground directs them to their target, either personnel with weapons or a building they are receiving fire from. In strike missions, a lot of recon and intelligence work is done beforehand so they know for sure that all people are clear to engage. I would not be surprised if one of the people in this video is an innocent though. Shouldn't have been in a Taliban camp, however.
