    You have to go from 16 bit, to 8 bit, check the video at: 4:42 or so, because if you have 16 bit or 32 it won't let you save it as a jpeg I think and I don't know why i'm kindda guessing here.

    you go to Image -> Mode and tick RGB Color. Then hit Flatten image and u can save the file in JPEG.

    In CS3 you go: Select/Modify/Feather or Select/Refine Edge/Feather. Remember you have to create a selection first, else you won't activate these items.
