I'm using Flash CS3 myself and got it to work first time. So you must be doing something wrong , check the video again and see if something is wrong ;)

Just finished making my nav bar which is exactly the same as yours. When the menu drops down and the new buttons are revealed, who do i get the new buttons to control what frame the movie is on in the main timeline rather then the timeline of the button itself.

If I want to open a page on my website with this nav bar, would I just put in different script at the end? instead of "_blank"...I'm not quite sure what I'd have to write, cheers

You MUST select "New Flash Document (ActionScript 2.0)" otherwise you need to learn a whole new language. In AS 3.0, you can only apply actions to frames (which is much more effecient, but let's not get into that right now).
