    Yes technically the F-14s shot first, but when he is saying that he is 30degress off set and the bogies have jinked back into him, that means he has moved his jet and the bogies have also changed course to once again be on a head on course, This is a very prevocative action to take and can only be interprited as a sign they are going to attack.

    Now in that sitution, you dont wait to see if they fire first, cause if u do, ur dead.

    The idea is to kill them before they kill you. The enemy aircraft were well into the no-fly-zone and refused to turn back after a very clear warning. It was definitely an aggressive and persistent action on their part.
