The strap on his muzzle is a gentle or easy leader and is not intended to keep a dog from bitting. It's a training tool used most often when learning to walk on a lead.

From the dog's demeanor I wouldn't assume it was vicious in anyway.. but as belgarath said, i don't know the situation or the dogs temperament and neither do you. Just because it's a big dog does not equate to it being unstable or bite ready.

the thing on the muzzle is called a hulty or easy leader. my dog has one, its for walking dogs that pull. it gives you control of its head so you can stop them from pulling.. they do not hurt the dog at all, just so you all know its safe for the dog and human... it will not stop a dog from bitting as the dog can still open its mouth all the way.. tho you can pull the dog back on a walk if it tries to bite...

His tail is wagging so he seems to behappy,and its better safe then sorry.
