Well Puck made the mistake, thinking one of the Vivi-lookalikes was Vivi only to be told by it that he was Vivi's son. Then several others showed up. Also it is strongely implied I believe in the game, that the black mages had a limited lifespan, one that Vivi had already long passed.

It was never said in-game, but I picked it up in the FFWikia. I have to admit, I was shocked myself when I read the article.
