Technically. You know how Nyuu and Lucy are different personalities of the same person, right? Well, if you read the manga, then you'll know that having a horn broken off will revert a diclonis to their amnesiac state permanently(whether both horns need to be broken off or just one i don't know, it was never confirmed). So while Nyuu is technically still alive, Lucy, the dominant personality, is "dead."

lucy has split personality disorder so they are the same person. she cant help that she has it and she cant change who she is on demand, but the are both lucy.
