The reason their specials are underpowered is because the game is based on the anime not the manga so they can only show specials that have been used.

Tenten is really workin' those weapons! I'm saying that she's strong you perverts out there. Also Neji has improved a lot too, They must have been training really hard, well then again, a lot of things can happen after about 3 years.
