    My best guess would be when we have an economic collapse.The excuse for taking away rights would be to secure continuity of government,and minimize civil unrest.

    People need thier guns to protect from looters and criminals.
    However,taking people's guns and property is something tyrants have traditionally done when they want to stamp out an "enemy."Then they tend to take everyone to detention camps to determine or "process" their threat level.The excuse is,"they want to protect us."
