    Okay, I guess my sarcasm was too subtle. What I meant was, in the context of international trade, what does "alot of these are foreign ships" mean? It seems obvious that a cargo ship spends most of its time away from its home country. Or did he just mean that a lot of the ships were not of U.S. origin? If that is the case, then I'm not sure why he sounds so surprised.
