PL 107-243 is Congress AUTHORIZING Bush to have war powers, per the War Powers Act of 1973. Yes, that's right, I spelled "authorizing" with a z, as ANYBODY born in the US should. Oh...while you are reading, try looking at the War Powers Resolution of 1973, which is referenced in 107-243. Again...the proper procedures were followed.
