Clinton did not run on policies that actually would reduce the deficit. He did run on a middle class tax cut, which he reneged on - recall the $300 billion tax hike.
His deficit policy was a leftist one - raise taxes, cut military spending, ignore entitlement spending. Mr. Newt got Clinton to sign some baby steps in the opposite direction.
One of those compromises was a capital gains tax cut; cap gains tax revenues increased. Ironically Reagan got sucked into the opposite compromise.
The debate on health-care has been (deliberately) polemicised, scuppering long-overdue re-evaluation of the current system for the common good. The 'constitutionalst' argument raises many valid points, but so do the advocates (many of whom are doctors whom are financially disinterested and only wish to provide help for all) for single-payer solutions. The debate is emotional and unintelligent, but considering that it occupies the news instead of the Wars or meltdown, perhaps it serves a purpose.

The Bible says in II Timothy 1:7: "God has not given us the spirit of fear, but of power, and of love and of a sound mind." A sound mind biblically is a mind that holds The Word of God. So biblically, those minds that are not in harmony with the Word do need to be "examined."

She was taken care completely. We had no insurance, I worked in "TEMP" job placings. She was still taken care of. If my mother-in-law had been living in the USA she would have better care. Nothing you will say or any one who supports government run health care can change that.
