Steroids don't make your dick small. They make your balls small. I think it's because the active ingredient or whatever in steroids is testosterone, so your body thinks you have plenty of testosterone, so you stop producing it, and the production happens to come from your balls, so your balls become smaller. Probably got a small dick anyway, why else would you feel the need to make your arms that big.. looks like he can barely move them!
