Any empire strive to exert control, no matter what political-economical system it adheres to. Capitalistic (free-market) scenario is generally a good choce beacause it helps to keep economy going and raise morale of citizens.

It's not so much money that is lost, it is value. If your house has less value than the loan amount you promised to pay back to the bank, you have a problem. Normally the free market will work it all out, banks will take your house (ouch) but you can now buy your neighbors house at what the bank is forced to sell it for (cool beans)! Well thats the way it was supposed to work, now we will just have a depression (in about 6-7 years) that will make this look like a walk in the park.

America was the closest to this ideal in its founding principles but has been rapidly deteriorating since. A system as such leaves no possibility for any man to serve his own interests by enslaving other men because the rights of life, liberty and property are fundamentally protected.
Blame whatever on the structure of our current economy, but its not Capitalism.
