    When you look at it that way, it's a bit excessive, but sometimes the railways have strange rules for freight trains, and indeed most other trains. I think it's just a case of 'country codes' - in Australia it might only have to sound the horn once but they just have a different rule for it in Oregon. Over here in Scotland they don't have to do either unless there's a whistle post (which is very rare).

    I get that much, it's just why the train has to sound the horn in a pattern before it rolls through the crossing. Here in Victoria, Australia the trains blast a short toot on the horn before it goes through

    the horn and lights are to warn people of how close the train is as peole will just jump the track not knowing how close it is, despite the lights.
