    Yes. That's one of the ideas behind electric fields. It doesn't matter what the material is. If it is conducting, the charges are on the outer shell. if not, they are spread evenly through the cylinder.

    The cylinder's charge is distributed evenly. It is represented by the greek letter rho. The charge inside the cylindrical guassian surface r, is rho times the volume of the enclosed cylinder.
