It's called nap of earth flying. Military pilots train for this. In war it keeps them alive on the modern battlefield.

Actually, just a clearup, this kind of flying was not uncommon in the army at the time of the cold war. Rather it was considered to be a needed skill in order to survive the batlefield. Going up would mean you where in the line of fire from fighters, sam missiles and all sort of other stuff. Keeping it low and fast would give less reaction times... Imagine this in a war zone...
