    Well, if you can get amoniumperchlorate it is very simple to make it.
    You just have to mix mentioned NH4ClO4 with PVC and dibutylphtalate.
    This sheet of fuel is extruded under the rollers after mixing the ingredients to form sheet as you saw on the movie.
    Here is the formula:
    NH4ClO4 - 74%
    Dibutylphtalate - 13%
    PVC - 12%
    Al - 1%
    But this fuel has unstable combustion properties in rocket engines with pressures lower than 30 bar.
